We don’t have a big tv AT ALL my mom never wanted to buy a new tv so would having the Xbox be a better choice than the iPad? Also to be more specific about the tv, it’s not a flat screen or anything.

Sounds like 2 things that will rarely get used. Get a bigscreen HDTV instead.
I would recommend you to go for the kinect as it would be fun for almost 6 people at a time and has option of the largest screen you can get. Plus you get to play the famous titles like Mw3, Gow3, Bf3, forza 4(with option of kinect) and many great games. While via iPad you would be able to use the portability factor to take it anywhere you want.
